Bulk Liquid Tank Storage

About

Developing safety and efficiency strategies for your tank storage assets

Bulk storage tanks bring their own unique challenges in terms of compliance, regulation, maintenance and health and safety. Although a vital part of plant expenditure, they can also prove to be an expensive, even dangerous, headache if managed poorly.

This brand new separately bookable event will discuss all the major issues surrounding the regulation, maintenance, design and management of Bulk Liquid Storage Tanks. In this unique event, the only one of its kind in the country, we have brought together a compelling mix of tank inspectors, industrial tank users, designers and regulators to discuss health and safety, regulation and maintenance of storage tanks.

An Inspector’s View on Storage Tank Compliance

In many cases, keeping compliant of tank regulations doesn’t need to be a time consuming or costly exercise, yet the consequences and costs of not being compliant can be large indeed. In this practical session, Mike will discuss his experiences in storage tank compliance, enforcement, maintenance, and his thoughts on best practice.
• Common areas of non-compliance and how they can be navigated
• Issues faced with different types of tank and materials held
• Expectations from your certifier and the inspection process

Willem Aalderink, Director, AQUAINNZ

Case Study: Preventative Maintenance and Tank Life Extension (Case Study)

Given the potential size of investment in tank assets, it’s critical
to ensure you take care of it as well as possible. Preventative
and reliability-centred maintenance programmes are critical
to ensure the long life and optimal operation of your storage
facility, however these needs to be addressed strategically.
His session will examine:
• Sludge minimisation and removal
• Corrosion reduction techniques and coatings
• Degreasing and abrasive cleaning methods

Simon Court, Environmental Engineer, ENVIROWASTE SERVICES

Remote Monitoring of Tank Conditions

Having the ability to remotely monitor the condition and operation of your storage tank can have massive flow-on benefits. Current sensor technology can detect leakage as well as monitor fluid levels, pressure, humidity and temperature.
• This can improve OpEx, and reduces the risk of accidents or down time.
• What can you measure and why?
• What were the benefits to inventory and benefits in cost terms
• Leakage detection and tank integrity monitoring

Graham Voss, Tank Asset Engineer, TRANSFIELD WORLEY

11.40

Case Study: Structural integrity assessments of storage tanks

Improvements in inspection and computing technologies, coupled with the emergence of fitness-for-service standards, have created an opportunity to advance the state of the art in tank integrity assessment. The assessments can consider various damage mechanics and can be used to establish inspection frequencies based on fitness for service guidelines given in API579. Examples of these are as follows:
• Hydro test exceptions following repairs to the tank bottom or shell using the guidelines in API653
• Using internal inspection data for an advanced assessment of floor settlement
• Leak before break assessment to establish the containment integrity of the material used for tank construction

Annette Karstensen, Global Structural Integrity Group Manager, QUEST INTEGRITY GROUP

Mini Intensive: Emergency Control and Management Procedures: What you Need to Know (Mini Workshop)

Many bulk liquid storage terminals contain substances that are toxic, flammable, explosive, or a combination of the three. Therefore spill containment and emergency and fire prevention needs to be top of mind in your site Health and Safety planning. This intensive and practical mini-workshop will look at critical factors to consider in your tank emergency management planning.
• Facility Emergency Response Plans: what needs to be included?
• Emergency venting and explosion control for tanks
• Emergency shutdown procedures for pumps and filters
• Fire fighting procedures and requirements
• Fire service expectations on their arrival on an incident scene

Phil Nesbit, Director, FIRE RESCUE AND FIRST RESPONSE LTD

2.40

Health and Safety for Tank Cleaning and Maintenance Personnel

Given the nature and volume of the substances they can contain, Bulk Storage Tanks can cause serious, or even fatal, injury to tank workers. This session will discuss the various health and safety factors you need to consider while you and your staff are working in dangerous tank environments.
• Major hazards found with storage tanks
• Fall prevention and working at height
• Confined space entry in hazardous atmosphere zones
• Man extraction scenarios and exercises and lessons learned

Karyn Stidder, Senior Consultant and
Brian Cornish, Training Leader
Quality Environmental Consulting

• Isolation Distances & Site Certification
• Single versus Secondary Containment
• Fire Rated Tanks
• Compliant Tank Plates & Specification
• Secondary Contained Pump Bays
• Tank Pads & Seismic Restraints
• Tank Filling & Safe Fill
• Pumping, Dispensing and Venting

Making the Most out of your Storage Tank Investment

A bulk liquid storage tank is a big investment and outlay of CapEx, but it can turn into an even bigger headache if the wrong decision is made. Knowing what kind of tank to buy, and when, is key to reducing your ongoing maintenance costs, assisting regulatory compliance and reducing risks to your organisation.
• Second hand vs. new tanks: what’s best in what situation
• Compliance issues around second-hand tanks
• Examining Total Cost of Ownership for tank investment
• Considering tank specifications and industry standards in your investment decision
