Wheels of Misfortune? The Benefits of Transportation Pricing and Policy Reforms

This paper examines the benefits of transportation
pricing and policy reforms. New Zealand’s current travel and land use
patterns are characterised by high demand for private vehicle travel
and low density land use development. This paper argues that this
demand is not a reflection of our true preferences, or values. Instead,
this paper suggests that transportation market distortions are a major
driver of current travel and land use patterns. These distortions have
created huge subsidies for vehicle users, particularly at peak times.
